Ratchaburi paid 80 million bhat ($2.7m) for a share of the power plant in Thailand’s Songkhla Province.
The plant is due to start commercial operation in 2014 using rubber tree wood-residue as a fuel.
The remaining 60% of the plant is owned by fellow Thai company Precise Power Producer.
