Sinopec is a Chinese refining firm, while Cofco is a state-run agricultural trading company.
The new plant will be brought online in the third quarter of next year and annually produce 3m gallons of bioethanol made from corn stover.
The facility will use Novozymes’ Cellic CTec2, a cost-cutting enzyme product launched in February.
