"After power generation, transportation is the next logical target for reduction of greenhouse-gas emissions," said Environmental Commissioner Laurie Burt.
The Regional Greenhouse Gas Initiative, or RGGI, is already working to curtail C02 emissions from power plants that use dirtier fossil fuels.
