The Council of Ministers passed the framework, which calls for the creation of a National Biofuels Council to co-ordinate policy and strategy as the southeastern African nation looks to become a major global biofuels player.
Under the policy, the sector will be developed over the course of three stages. The pilot phase will last until 2015, and the “operational” period until 2020.
