If successful, the Mexican- Colombian biofuel venture could also be expanded to oil-poor nations in Central America. Mexico, which needs to build new refineries in order to meet its growing demand for fuel, is trying to develop biofuels to help offset declining oil pro-duction and curb greenhouse gas emissions.
