Rio Grande do Norte has an estimated 230,000 small farmers. Many of them used to plant cotton, but the cotton industry is in decline because of falling prices. The state programme was developed as a result of increasing sales of biodiesel (3% of which is blended into diesel by law) and the social fuel deal, which promotes the production of biodiesel from crops raised by small family agriculture.
