It had been expected that 27 billion litres would be produced in the region during the April–November harvest season.
Following the global credit crisis in late 2008, many distillers were unable to meet the demands of government and private financial lenders, forcing producers to unload their product early in the year at very low prices to obtain working capital to get through the rest of the season.
