Waterland reached a final agreement with Dutch firm Econcern about participation in the Delfzijl-based facility, which is scheduled to begin production in April.
The unit will have an initial annual production capacity of 200,000 tonnnes, but the funding from Waterland will allow it to grow to 400,000 tonnes a year by 2010. The plant will eventually boast a capacity of 800,000 tonnes, its developers say.
