The proposed plant would be adjacent to Valero’s St. Charles oil refinery near Norco, Louisiana, west of New Orleans.
Darling and Valero will seek a US Energy Department loan guarantee for the project under the Energy Policy Act of 2005. It makes $8.5bn of debt financing guarantees available for projects that employ innovative energy efficiency, renewable energy, and advanced transmission and distribution technologies.
