Many other developing countries, including China and India, steadfastly refuse to commit themselves to binding targets for 2020. Developing countries were not bound to reduce their carbon dioxide (CO2) emissions under the Kyoto Protocol, a successor to which will be sought in Copenhagen.
The South Korean government says it will choose its final 2020 target later this year from among three options.
