The project, situated on an unused golf course in the city of Aira, is scheduled for completion in August 2014.
It will feature 86,100 PV modules and is expected to annually generate enough electricity to supply 7,900 homes.
A spokesman for Osaka-based Sekisui declined to reveal which company will supply the PV panels.
