The reorganization is in response to the Deepwater Horizon oil rig explosion last April that killed 12 workers and spewed millions of gallons of oil into the Gulf of Mexico. That tragedy exposed serious lapses in federal oversight of the sector and conflicts of interest within the former regulatory agency, Minerals Management Service.
It was renamed BOEMRE and an internal restructuring process was imposed by Interior Secretary Ken Salazar.
