The electric utility says it will further develop, construct, own and operate the wind farm, as well as purchase 28 of Clippers’s 2.5MW Liberty turbines.

Constellation officials say the project has received the necessary state approvals. Criterion's 2008 application was the first to win approval under a 2007 state law promoting wind development in Maryland.

The project is expected to provide enough electricity to power 23,000 households, according to Constellation, based in Baltimore.
