EDF RE said it exercised its option to buy the 49% of Spinning Spur 2 it did not already own.
It bought the stake from development partner Cielo Wind Power.
EDF RE said it has signed a turbine supply deal with GE for 87 of its 1.85MW machines.
Construction at Spinning Spur 2 is due to begin in June, with operations scheduled to start in mid-2014.
EDF RE says the project will be one of the first to take advantage of the new CREZ (Competitive Renewable Energy Zones) transmission line in the Texas panhandle.
