UK transport minister Norman Baker said planning inspectors had recommended granting consent to the £450m ($695m) Able UK Marine Energy Park on 320 hectares on the south bank of the river Humber.
Able hopes the development will attract companies involved in major offshore wind projects in the region.
The site is just across the water from the Alexandra dock site earmarked by Siemens for a potential UK offshore turbine plant.
