Iberdrola, PacificCorp, NextEra Energy Resources, EDP Renovaveis subsidiary Horizon Wind Energy, and Invenergy have filed a 113-page complaint with the Federal Energy Regulatory Commission (FERC).

Don Furman, senior vice president of Iberdrola Renewables, says the coalition of Northwest wind generators is asking FERC to instruct the BPA to halt the policy, which was implemented on 18 May.
