All but three majority Republicans on the powerful committee, which helps set US tax policy, voted in favor of the measure.

Voting in favor were committee chair Orrin Hatch of Utah, a fast-growing state for renewable energy development, and John Cornyn of Texas, by far the US leader in wind generation capacity.

“All of these tax provisions are meant to be incentives — they are meant to encourage and promote certain activities,” said Hatch at the committee meeting.
