Swedish construction giant Skanska has stumped up $223m to upgrade the Portsmouth Marine Terminal (PMT) in the US Port of Virginia, despite question marks hanging overthe state’s giga-scale Coastal Virginia Offshore Wind (CVOW) development which would be the lead-off project staged out of the revamped coastal facility.
