Developer Avangrid Renewables has handed in its construction and operations plan (COP) for the first phase of the 2.5GW Kitty Hawk offshore wind project, to be built off the state of North Carolina, adding to the momentum in the US play that has so far been concentrated in the US northeast.

The COP, submitted to the federal Bureau of Ocean Energy Management (BOEM), which manages development of the country’s outer continental shelf, is based around a stepwise approach using “multiple phases between 2021 and 2030”.
