The letter of intent was signed by nine nations – EU members Germany, the Netherlands, Luxembourg, Sweden, France, Denmark, Ireland, and Belgium, plus the non-EU member country Norway, the Dutch economics ministry said.
According to sources close to the deal, the UK has held back on signing the documents, as it wants to await the outcome of the EU membership referendum scheduled for 23 June.
