India’s ambitious but slow-burning offshore wind plans stepped up another gear when its government released a draft tender for leasing seabed for 4GW off the southern state of Tamil Nadu.

The draft bidding process – released for consultation this week until 28 November – lays the basis for leases spread over five blocks off the state covering a total 870km of seabed in depths of 20-50 metres and between 10km and 39km offshore.
