Approval is still necessary from the New Mexico Public Regulation Commission. In addition, the project needs leasing agreements for right-of-way with the New Mexico State Land Office and the Arizona State Land Department.
The federal Bureau of Land Management identified a “preferred alternative” for project routing that includes 185 miles of federal land, 220 miles of state trust land and 110 miles of private property in Arizona and New Mexico.
