The decision does not affect construction of the £310m ($413m) turbine blade factory in Hull, northeast England, for which the German industrial giant still wants to hire 1,000 workers.
The plant will manufacture blades for Siemens' new 7MW offshore turbine, for which the company has already received a series of orders.
