SC bill encourages utilities to invest in offshore wind

Two Republican senators in South Carolina have introduced a bill to require the state public service commission adopt regulations that allow electric utilities there cost recovery and obtain a “reasonable rate of return” on their investment in a potential offshore wind farm of less than 75MW.
