Developer Dominion Energy will stage and pre-assemble turbine foundations for its nation-leading up-to-3GW offshore wind project, Coastal Virginia Offshore Wind (CVOW), at the Port of Virginia’s Portsmouth Marine Terminal, state governor Ralph Northam has announced.

The utility is leasing 72 acres of space at the port over 10 years for the $8bn development with plans calling for a three-phase construction start in 2024 with completion in 2026.
