The Ocean Winds joint venture of utilities Engie and EDPR has pledged to facilitate the establishment of a steelmaking industry for offshore wind in Scotland, in an attempt to sweeten its bid in the ScotWind offshore wind leasing round.

Ocean Winds would not build a steel factory itself, but said it would ‘incentivise the establishment of a factory in Scotland’ with the investment of at least £300m ($409m), which the JV said it would make available through a competitive process.
