Obama climate plan targets CO2 emissions

President Barack Obama on Monday will assert US leadership against climate change by adopting the final version of an ambitious and controversial plan to transform the nation’s power sector – the largest source of heat-trapping greenhouse gases – away from coal toward cleaner and renewable energy.

The Clean Power Plan will be a core element of the US pledge for action to any possible new UN-agreement to address global warming that may emerge when more than 190 nations meet this December in Paris.

The plan is a complex and lengthy rule devised by the Environmental Protection Agency (EPA) - part of the executive branch - that would require existing power plants to cut CO2 emissions nationwide by 32% below 2005 levels.
