The Nova Scotia Utility and Review Board (NSUARB) “is satisfied that the Project is in the best interest of the ratepayers and should proceed,” it says in a decision Monday (PDF).

By owning the project itself, NS Power, the privately held provincial utility, says it will produce energy for at least 10% less than what it would have paid under a power purchase agreement (PPA) with EarthFirst Canada, from which it bought development rights earlier this year.

The
