Massachusetts governor Charlie Baker signed a landmark bill into law that includes a 2.4GW increase in offshore wind procurement, raises the renewable portfolio standard (RPS) to 40% by 2030 and sets a net-zero limit on greenhouse gas emissions by mid-century.

The upscaled 5.6GW offshore wind target places Massachusetts behind only New York (9GW) and New Jersey (7.5GW) – all by 2035 – among US states with commitments to procure electricity from that sector.
