Massachusetts governor Charlie Baker wants to spend $100m of federal American Rescue Plan money to strengthen the position of ports in the state as the main staging and deployment bases for offshore wind farms off New England.

Baker's ambitions emerged as a group of private investors separately unveiled a plan to develop a site for the same purpose at the Port of New Bedford, where the state owns and operates the nation’s largest terminal facility serving the fast-emerging sector.
