Massachusetts bill mandates utilities buy offshore wind power

A lawmaker in the Massachusetts House of Representatives Democratic majority has introduced a bill that would require utilities in the state, starting in 2016, to conduct periodic joint solicitations for offshore wind energy from projects off its coast.
