Massachusetts bill directs utilities to buy 1.6GW of offshore wind by 2027

In its final minutes of lawmaking in 2016, the Massachusetts legislature passed an energy bill directing the state’s big utilities to procure 1.6GW of offshore wind capacity by 2027, setting off a series of tender rounds that will begin next year.
