Germany is planning a new national offshore wind target of 40GW by 2040 as part of a draft revision to its law governing wind at sea, but crucial talks over a national hydrogen strategy are reportedly still deadlocked.

The new 2040 target is part of a draft that will be considered by the federal government, and also enshrines an interim goal of 20GW by 2030 that allows for the flexibility to be exceeded if conditions dictate.
