Germany’s stalled offshore wind build-out is slowly restarting, but changes to the country’s tendering scheme that may result in negative bidding could derail ambitious expansion targets, several industry groups warned.

No new offshore wind capacity was added during the first half of 2022, leaving Germany’s cumulative capacity at 7.8GW, but at least 24 foundations were installed for the 600MW currently under construction in German waters, according to Deutsche Windguard.
