A series of factors currently favour low offshore wind prices, René Moor, programme manager for offshore wind at the Dutch economics ministry, said during the WindEurope summit in Hamburg: interest rates as well as steel prices are very low, an overcapacity in the oil and gas market helps, and the learning curve in the offshore wind sector is rather steep now.

Specific site conditions also contribute to the downwards trend, Moor explained.

"The first sites were directly next to the Belgian [offshore wind park] sites," he said, while Borssele 3&4 is further away from Belgian parks.
