The only bid for a turnkey engineering, procurement and construction contract that met the earlier tender specifications was for $375m to $400m. Subsidiary Dominion Virginia Power, the dominant electric utility in the state, had estimated the two-turbine Virginia Offshore Wind Technology Advancement Project (VOWTAP) would cost roughly $230m.
The high price tag prompted a public-private consortium led by Dominion to delay the project for one year.
