Dominion Energy has filed the Construction and Operations Plan (COP) for its US industry-leading 2.64GW Coastal Virginia Offshore Wind project with federal regulators, keeping it on track for a 2024 construction start, according to the utility.

The COP, a critical step in the permitting process, includes information about the construction, operation, and conceptual decommissioning plans under a commercial wind lease on the outer continental shelf beyond state territorial limits. It forms the basis from which the US Bureau of Ocean Energy Management (BOEM) approves, approves with changes or denies a project permit.
