Dominion had estimated the project, which the US Energy Department (DOE) is partly funding, would cost roughly $230m. Instead, the only complete bid to install two 6MW turbines and associated work was submitted at between $375m and $400m,
There reportedly was no cap on the bid amount , meaning that Dominion would have had to absorb any cost overruns.
