The BPA, a federal agency that markets power from federal dams on the Columbia River and operates most of the transmission in the US Pacific Northwest, proposes to pay compensation it says would average about $12m a year.
Costs for compensation this spring would come from a BPA reserve account, but in future years the BPA proposes splitting the cost of compensation between wind producers and its other customers – mainly municipal and public utilities in the region, which are loathe to pay more to accommodate wind generation they see benefitting California.
