BPA may curtail wind turbines this week amid heavy runoff

The Bonneville Power Administration (BPA), faced with record rains and above-average snowpack, has adopted a controversial policy that would force wind turbines to shut down in periods of overgeneration by hydropower in the Pacific Northwest.
