At issue was Senate Bill 931, which would have ended on 31 December the state’s renewable portfolio standard (RPS) and canceled the $6.9bn Competitive Renewable Energy Zone (CREZ) program, the nation’s most successful expansion of high-voltage transmission lines, more than 2GW of capacity short of what the state had promised.

Without those feeder lines to the grid, up to 3GW of wind projects in the northern Panhandle region – about $6bn of investments – might have had to be axed, or at best, have faced lengthy delays.
