Barring a last-minute surprise, Governor Charlie Baker will sign a bill (H.4568) into law that mandates electricity distributors procure that amount of capacity by 2027 through tender rounds set to begin next year.

That requirement may not seem like much compared with Europe, which connected 3.03GW alone in 2015, and the world more broadly that will have at least 32GW in cumulative offshore installations at the beginning of 2020, according to research group Navigant.

But
