The government has made some concessions to address concerns by industry associations, in particular by granting transition periods in the offshore wind sector and exempting future small solar installations from the need to participate in tenders.

With the draft that will eventually result in a 2016 reform of the country's Renewable Energy Act (EEG), energy minister Sigmar Gabriel wants to make sure that annual capacity ceilings for wind and solar are kept, while also keeping costs for consumers down and maintaining a wide variety of players in the renewables sector.
