The cross-party group from Belgium, Denmark, France, Germany, Ireland, Luxembourg, the Netherlands, Sweden and the UK recommend the creation of a high-level political process to make northern seas regional co-operation a showcase for European Energy Union.
The group is looking to build political support for offshore infrastructure investment, ahead of a meeting of European energy ministers on 4 February that is expected to discuss a joint plan for the North Sea grid.
