Governor Andrew Cuomo’s administration believes it has political support in the legislature to statutorily mandate New York’s electric power to be 100% carbon-free by 2040 and target significant ramp-up of the state's offshore wind and energy storage build-out.

“The governor’s stated view is he thinks we have a deal that can pass,” John Rhodes, chairman of the New York State Public Service Commission told the REFF-Wall Street 2019 conference here, referring to Cuomo’s ambitious clean energy agenda.
