The wind and solar industries in Texas have defeated efforts in the legislature to strip them of their ability to use tax abatements for project-related investments and impose a surcharge on their activities to counter federal subsidies.

Jean Ryall, a lawyer who lobbied on their behalf, said opponents sought to justify removal of the so-called Chapter 312 tax abatement by alleging that the wind industry doesn’t pay taxes, which is false.
