The attitude not just in governments but in banks and investments houses too toward offshore wind has changed radically in recent years with the cratering of its LCOE [levellised cost of energy] as we have seen. For many emerging markets – you list Brazil, Indonesia, India, South Africa and Vietnam, for example [in the World Bank press release announcing the programme], the potential to develop its offshore wind resource is suddenly a possibility.
