Utility regulators in Texas have denied a proposal to change how transmission costs are allocated among power generators, a move that would have made wind energy more expensive in most major population centres.

Calpine Corp. and NRG Energy had sought to end current rules where all generators equally share the cost of power that dissipates as heat as electrons move across transmission lines regardless of distance.
