Japan looks set to become one of the world’s leading offshore wind markets — with a first national tender coming as soon as the spring — after its parliament passed long-awaited legislation late last year.

The Offshore Wind General Waters Act, which was approved by the Diet on 30 November, provides the legal framework for auctions and the allocation of offshore development zones, paving a path forward for a sector that has enormous growth potential.
