Virginia has begun talks with Maryland, North and South Carolina to form a regional supply chain "cluster" that would maximise opportunities from the emerging US east coast offshore wind sector, rather than adopting a go-it-alone approach to lure investment and jobs.

Governor Ralph Northam’s administration will also continue reaching out to other states interested in the concept.
